Zamfara State’s Ministry of Housing and Urban Development is focused on providing affordable and decent housing for its citizens, collaborating with the Federal Ministry of Housing and Urban Development to achieve this goal. We aim to create vibrant, inclusive, and well-planned communities that enhance the quality of life for residents.
The state government has also allocated land for housing development and is working on projects to address the needs of internally displaced persons (IDPs).
- Collaboration:
The Zamfara State government and the Federal Ministry of Housing and Urban Development are actively collaborating to ensure the provision of affordable housing.
- Land Allocation:
Zamfara has allocated 50 hectares of land for housing development, demonstrating a commitment to expanding housing opportunities.
- Addressing IDPs:
The state is also working with the Federal Ministry on projects aimed at providing housing for internally displaced persons (IDPs).
- Ministry’s Role:
The Ministry of Housing and Urban Development in Zamfara State is responsible for overseeing housing projects, ensuring they meet quality and affordability standards, and providing support to citizens seeking housing.
Responsibilities:
- Develop and enforce housing regulations and standards.
- Coordinate urban planning initiatives and zoning regulations.
- Implement housing programs that address the needs of low-income families.
- Collaborate with local governments, private sector stakeholders, and communities to promote urban development projects.
- Conduct research and analysis on housing trends, needs, and challenges.

STEP
BY STEP PROCESS FOR MASS HOUSING IN ZAMFARA STATE
The
processes are as follows:
i.
Submission of a proposal for a mass housing
scheme by any interested investor
to the Ministry of Housing and Urban
Development
ii.
Ministry of Housing and Urban Development
forwards within five (5)
On working days, the submitted proposal is
sent to the Executive Governor for endorsement.
iii.
After endorsement within thirty (30) working
days by the Executive Governor, the proposal is then forwarded to the Ministry
of Housing and Urban
Development, attention to the Technical
Committee (TC) on the mass housing.
iv.
The Ministry’s TC studies within ten (10)
working days, the profile of the
investor/developer.
v.
The TC invites the investor within ten (10)
working days for presentation.
vi.
Observations/comments by the TC in respect of
the presentation in no. v. above, working drawing and bill of quantities are
then communicated within three (3) working days after the presentation to the
investor for necessary action. The Investor has fourteen (14) working days to
respond to the State.
vii.
The TC verifies within seven (7) working days
and okays the corrections made by the investor in line with No. vi. above.
viii.
The TC submits its report within five (5)
working days to the Hon. Commissioner for Housing and Urban Development, who
directs the site selection team to propose within five (5) working days an
appropriate site for the investment.
ix.
The proposed site is communicated to the
Directorate of Lands and Survey within three (3) working days for acquisition
and possible compensation.
x.
Within three (3) working days of receipt of
correspondence in no. ix. Above, the Directorate of Lands and Survey seeks the
consent and approval of the Executive Governor for payment compensation.
xi.
After the Executive Governor’s consent is
granted within thirty (30) working days, notice of final acquisition is
communicated to the investor within seven (7) working days of receipt of the
Governor’s consent, who (the investor) finally then approaches relevant MDAs
(BPP, ZUREPB, FIRE SERVICE & MINISTRY OF ENVIRONMENT) for permits.

The Investor mobilises to the site within
three (3) months and under the supervision (from commencement to completion) of
the Ministry of Housing and Urban Development.
